The First Hour on Your FiveM Server
How to design the first hour on a FiveM roleplay server so new players get a character, a job, and a reason to stay instead of disconnecting at the spawn.

Players decide if your city is worth a second night during the first hour. That hour is usually a spawn menu, a confused run to a blip, and a disconnect. Design it like a scene you are proud of, because it is the only scene every player will see.
Minute 0: spawn somewhere with a person
Drop new characters in an apartment, a motel, or a job office where another human is likely to be. An empty airfield with twenty blips is a wiki, and they will not read it. If you run a whitelist or a public door, say so in the loading screen in one sentence, and make sure the queue did not already annoy them into leaving.
Character creation should end with clothes on and a map marker they can understand. Save the deep lore for a conversation.
Minute 15: one paycheck they earned
Give them a single legal job that pays in that first session: deliveries, garbage, a shop counter, a tow call. The payout should match the hour-one number in your economy. They need to feel the currency once before anyone asks them to roleplay being broke.
Skip the tutorial that locks their controls for twelve minutes. A short clipboard or a phone notification is enough. If they have to find a Discord message to learn the key binds, the binds are wrong.
Minute 40: a reason to talk to someone
Put the next step on another player. Buy a cheap meal, sign a vehicle, ask police for a license, apply for a business. Cities grow when the first hour forces one conversation. They stall when every system is a solo menu.
This is also where weapons stay rare. They can see a holster on a cop or a crew and want one. They should not be handed a rifle for finishing character creation. Point them at the shop rules later, after they know what money is worth. The arsenal can still be excellent. V6 and the duty packs are the city's standard, and standards are something you meet, not something you spawn with.
Minute 60: a hook for tomorrow
A vehicle they stored, a job rank at zero, a bill due, a contact who said to come back. The retention piece starts here. If the first hour completes every goal, tomorrow is optional.
Watch five new players without helping
Sit in the soft launch and say nothing. Note the minute they ask "what do I do?" in chat. That minute is your real tutorial, and it is currently a stranger answering, or nobody. Move a blip, change a spawn, cut a step. Then watch another new player.
The first hour is the tutorial whether you designed it or not. Design it.
